Assign Fame Points

What are the requirements to assign fame points?

I have an untouched male werewolf just born with no training and unnamed. I'm trying to increase his endurance with fame points. It says I have 358 available fame points and it costs 200 fame points to improve.   I keep getting this error message: Fatal error: Call to undefined function xdebug_break() in /home/virtualpups/virtualpups.com/protected/controllers/KennelController.php on line 848     and I don't know what it means.  What am I doing wrong or is this a bug?
