Event Cost

I'm trying to create an even with the maximum event entry cost ($1000) and I believe it is (or maybe used to be, it's been awhile since I created events) a $10,000 upfront cost on my behalf. When I try and create the event though, it comes up with the message of not being able to spend more than 10,000 playcash on an event. Am I just being really stupid or has something changes since I last made them?
