  Its version 2.6, and I looked under filters, and it wasn't listed as Opacity, any idea what else it would be called?

  try this...it's for the version I have (not sure which though, too lazy to look)<br><br>press Ctrl+L a layers window should pop up, there is an opacity bar on that for adjusting layers.<br>Also, on the toolbox, if you select a brush, below where the brush shape you are using is listed, there is an opacity slider tehre as well.
