I like it..
There could have been more time spent on the piece, as it looks like you hurried the coloring..
However, most of your shading is in the right places that gives a good definition of a light source, although you don't have much highlighting.. on a white dog it can be a pain.
Anatomy is a bit off, and you could add more definition to the features of the dogs face, as it looks very ghost-like. Remember, all dogs have some sort of shadow (or in some cases, black or brown eye-liner) around the eye's edges which make them pop from the rest of the face.
The wings, though, look like an afterthought.. just thrown on in no particular place. They should start higher up, nearer to the neck - so they look like they're coming from it's shoulders, not spine. Take a look at real butterfly wings -

http://etc.usf.edu/clipart/3200/3236/butterfly_3_lg.gif

They usually come from one or two points on the butterfly, rather than emerging along the entire side/back of the butterfly.. like your picture shows.
Also, the wings look more white than the dog, and they're supposed to be cream.. However, I do like bringing in the blue to match the eyes.

Overall, it's not that bad.. you can tell what it is and the colors are soft and appealing. ^^

*EDIT* People who vote should also post... input helps with all artists.. >.>;
Yah. I wanted to see the contest. >.> Hehe

Proportion does look a bit off. White dogs do have other markings.. Meaning that a thing outline for yourself would be good :P You hand drew it, scanned/took a pic, and colored over right? Try this.

Open file.
Make a new, trans. layer.
Set it to multiple.
Color white(or whatever backround color). You should be below the lines now.
Then start you coloring.
