Rescue question

<span style="color:#400080">I'm curious why I'd get this message: "This dog is currently at a boarding facility and you failed to recieve a permit to rescue the dog."<br><br>The dog was ready for rescue, as were all other dogs in its kennel. I've rescued dogs before that were in boarding... So what does this mean?</span>
