Currency Conversion

When buying an upgrade / goodie of some sort via paypal from outside the US, the conversion rate still applies, correct? So, in GBP, it would be £15.18 (approx) for a year upgrade, correct? I'm fairly sure that this is the case, but I just wanted to be sure.
