• Its when an ip gets banned and people get affected by the ip getting banned. Its kinda hard ti put into words. xD
We have to do a broad ban on those ip's that change/rotate. So we have to make an exception if you aren't the trouble maker we are trying to keep out of chat. ;]

 • To further expand.

When we ban someone in chat, usually, it's just the address they are on at that moment. 95% of the time, that's enough and the person doesn't come back until the ban is lifted. Other times though, like if someone has dialup, the address the computer is showing is different every time they come online, so if they come back to chat, they can get back in.

In those cases, we have to ban the entire service provider for that area to keep them out. For instance a troublemaker has dialup using the duckschmuck service provider. We banned them once and they came back, so we have to ban the entire duckschmuck server, which means if you use duckschmuck for your internet provider, you may be banned as well.

We then need to make an exception for your nickname for you to get back into chat. There's no easy way to know who all is using that provider, so unless an Op is contacted, we can't make exceptions.
