Changing KB of a banner?

Okay, so I'm using this program some of you may know about to randomize my banners. But, they have to be under 46 KB. And I have ones that are over 100 KB. Is it possible to resize them or something in order to lower the KB? Or no? Any suggestions would be great :]

Some programs let you change the quality when you save. When you lower the quality the kb will lower. I think saving things in different formats will lower it also.
