To cut better either when you draw the image, first thing you do is make the backround transparent. Or you can use a fuzzy brush and go around the edges.
Save the image as a .PNG or another better-quality file type, so that you don't have the fuzziness in the striped backround. Right now I'm guessing you have it saved as a .JPG file, which makes the quality turn out fuzzy.
